motor dies if below 1/2 throttleRan for 20 minutes with 10:1 mix of gas/seafoam to try and clean carb jets but did not fix.

Yeah, sometimes it doesn't work to great. Most of the time the idle speed or low speed circuit in the carb has to be cleaned.

Oxidation is easy to build in those carbs. Yes and no depending on your abilities. If you attempt it make sure you get a Mercury carb kit and accelerator pump and a fresh set of spark plugs.

The carb should be torn down and stuck in an ultra sonic cleaner if possible.
