Your question was - What are the carb float settings for an 1989 Evinrude 150 XP?

Answer - I would be happy to help you with that. What you do is hold the carburetor upside down (level) and adjust the float so that the body of the float is parallel all the way around with the body of the carburetor. IE the distance between the front and rear of the float to the body of the carb should be the same all the way around.

What is the float drop measurement with the carb right side up?

There isn't one. The float is set exactly how I explained in my initial answer to you.
