VerifiedHello- this is very strange. Once you get it started are you able to turn the rpm's back down? Or is it stuck up all the time? The first thing to do is open the bonnet so you can see the throttle mechanism. Make sure it is activating when you turn the throttle handle. That is the first check. Does the butterfly valve open and close. If not then look to the return spring, but even without a return spring the throttle should return anyway. That is the design. You say new, is this brand new, like out of the box new. If so this may be a warranty issue. If it was working and its newish then I would be looking to some foriagn reasoin like some piece of dabrea that is getting in the way of the return or a kink in the throttle cable.

Oh, cool. Thanks for the photo. That is not what I would call a tiller handle. I would call that a remote throttle. The thing to do is remove that Moorse Cable and first get the engine working without the external cable. If this is a new install what I suspect is happening is the throttle is push instead of pull or vice versa. When you hook up the remote shift side the little handle inside the shiftier can come off and be put on 90 degrees away so push becomes pull and vice versa. I suspect that is what needs to be reversed. So first take off the shift/throttle cable and run the throttle by hand and verify what way it goes to activate and that the engine is working right. Then look at the cable and do the same. Then you will be well on your way to having it working.
