The motor keeps stalling...

The motor keeps stalling out and will not start again. I was using a fully charged deep cycle battery charged to about 13.5 volts, and within about 20 minutes on the lake, the battery indicator light on the motor only showed about half power (2 lights were lit up instead of 4).

I can't figure out if its a motor issue or a battery issue.

Ok, measure the voltage right at the battery, and also at the plug for the motor. Make sure that they are close to the same.

That is where the motor plugs into the boat. If yours goes straight to the battery, you will not have this plug.

With my motors, there is an electrical cord that is connected directly from the motor. You just hook it directly to the battery.

Ok, can you open the head on the motor and measure the voltage that is at the speed controller red and black wires. It should also be 12V.

what am I looking for? If the motor reads 12 volts, does that mean the motor is ok? What if it does not?

We are just checking the power to the motor. When you have the top off, deploy the motor and take it to high speed. Make sure that the red and black going to the motor also have 12V going to them. If they do not, it is the speed control. If they do, we will need to check the motor itself for water.

Remove the prop, with the motor stowed, then removed one of the two 5/16" bolts that hold the motor together. Take out the lower of the 2. Check it for signs of water, rust or a burnt smell.
