Do this remove the flame arrestor from the top of the carb. Is the choke plate completely open? It not turn key on and watch the plate is it opening? If plate is open start engine and have a friend pull throttle back while you slowly close choke plate. Will engine idle better by slowly closing choke plate?

Post back with engine serial number and findings please?
