I have a 2003 Mercury 60 hp four stroke EFI. Start ups good

I have a 2003 Mercury 60 hp four stroke EFI. Start ups good at first. goes up to about 3100 rpm in gear, has a horn go off then has in intermittent cutting out. Back off throttle to 1500 rpm. Primer bulb is still hard. starts to cut out after a minute at 1500 rpm. still having horn. then shuts off. no codes on laptop, and when its beeping laptop cannot get a good connection.

This is a beeping tone and not a solid horn correct?

It is not solid. No over heat or low oil.

When the engine stalls, what do you need to do to get it to restart?

Check on the left side of the engine and see if there is a fuse in the red wires going to the voltage regulator. Make sure that it is good.

With the horn sounding and you getting RPM reduction, there is a code going off, just your scanner is not able to pick it up.

Its like the key is being shut off for a split second then turning back on.

With the engine off, it you connect the scanner and provide power to the connections on it, look at fault history, is there anything shown there at all?
