I just bought a 06 tracker Tahoe 4.3 mercruiser . First time own a boat and my rpm were max out on gauge when throttle down. Didn't know if that was suppose to be like that.

You are correct, the boat should be propped so the engine runs about 4800 RPM at WOT with a normal load. Anything over 5200 and it should be rev limiting. Either your prop is too small, damaged, or possibly has a spun hub.
