I have a 1997 mercruiser i have power to both sides of the coil when the key is on. The motor will turn over but will not start. I tested the coil, I have on the low end .6 and the is 10.8. what else can i check?

Customer: I just replaced the starter because I would turn the key and the engine wouldn't turn over. when installing the starter the positive line was touched the small terminal and when I reconnected the battery there was a arching sound then I disconnected the battery and fixed the problem and then the motor turned over but will not start.
