I have a 2002 115HP Mercury outboard. Experiencing fuel starvation on motor, bulb collapsing, also motor cycles in revs at constant throttle setting. Fuel lines are clear, no debris in fuel tank , replaced fuel filter.

Have you tried running the engine on a different fuel tank? Does the engine run correctly on the other fuel tank?

This will verify if you have a fuel supply issue from the boat side fuel system. Collapsing primer bulb is a fuel restriction.

Have you removed the anti siphon valve and run the engine?

Just checked no anti siphon valve between fuel line ex tank to fuel filter. None from filter to primer bulb
