Engine starts briefly with fuel switch off but not on, only fully choked, runs high rpm for about 3 seconds then dies, is it a carburetor issue?

Hello my name is ***** ***** I will assist you. Yes it is a carburetor issue, you would need to remove the carburetor from the engine, open its bowl and get it cleaned or rebuilt. Blow it using compressed air and reassemble it. It should solve the problem.
