my problem is when starting cold excessive pumping of the line pump with the idle set up it will start
but will hit and miss for a long time before the fuel pump takes over.

Are you talking about the primer bulb? The start procedure goes like this squeeze the primer bulb till firm. Then lift warm up lever or advance the throttle now crank engine while pushing in on the key. Holding the key in till it starts. When it acts like it wants to die push in on the key.
