my 6hp tohatsu has low rpm at high speed, in fact the last 1/4 turn on the throttle finds no difference in speed or rpm.

There are basically two items to check here. First is to make sure that the carb butterfly is actually going to full open. If it is not, you will need to adjust the operating rod, which is the second item to make sure of. If the carb is not opening all the way, and the rod is correct, you would have worn cables in the tiller control.
