Make sure that the TPS near the throttle is in the down position. If it is, you will have excess fuel coming into the engine. This could be from the pulse pump, or one of the 3 diaphragms in the fuel and air system. first start with removing the fuel pump from the VST. Then squeeze the primer bulb and see if there is any fuel coming from the front elbow or the hole in the rear plate. If so, rebuild the fuel pump. If there is not any there. You will need to remove and inspect the diaphragms inside the regulators on the fuel rails.
