Switch pad will not control any function and the boat won't start. Have a new battery and can control the out drive but nothing else is working. When I press the test button on the EIM unit nothing illuminates.

Inspect the plug in going the the switch panel, If that is good. Locate the brain in the boat that controls the panel Make sure that all of the connections are clean and tight, along with inspecting the fuse at the battery. If everything looks good, you will need to replace the switch pad.
