40 hp evinrude ,vro,1993, had no oil horn warning, i did add oil, it was low. motor starts fine and revs up strong... motor wont go past approx 2000 rpms, under load, sounds fine, not bogging, i know its a oil safety measure, but then all of a sudden it will be running 4000prm just fine for a 20 minute ride , sounds strong and perfect.

Is the alarm still sounding?

If no alarm disconnect the tan wire from the temp sens switch on the cylinder head. Does engine turn up rpms now?

If no change squeeze the primer bulb real hard when at full throttle. Does engine run better?

If no change on these tests we will need a timing light to verify we are running on both cylinders.
