My tohatsu out board is stuck in forward. All shift linkage seems ok. Must in the lower unit?

Remove the lower drain screw on the gear case and inspect the oil for any signs of water or metal flakes. If either is found, the gear case will need to be removed from the engine and opened up to inspect the internals of the clutch and the gears.
