My motor was running fine when I started it and would idle

Hi, my motor was running fine when I started it and would idle nicely. I took it out on the lake and when I went to power down the motor only slowed to a point. I shut the motor off and restarted it and when it started it idled at a very high RPM. Too high for idle. It seems like the motor is running at a fast pace even though I'm not giving it any throttle.
