I have a 1989 Arriva 20 ft Runabout with V8

I have a 1989 Arriva 20 ft Runabout with V8 Inboard;outboard. I have two 12 Volt batteries in parallel which I had tested at Batteries Plus Bulbs and found good. After charging overnight the engine will turn over an fire but won`t start. After that short starting time the engine won`t turn over at all. It is like the batteries are drained but they still show 12-13 Volts. Do you have any ideas?

Does the engine attempt to turn over when you hit the key? Can you hear the starter engage, or do you hear any repeated clicking from the starter when you turn the key?
