25HP Outboard 2 cycle not run a year. Starter cannot turn

Johnson 25HP Outboard 2 cycle not run for over a year. Starter cannot turn engine over, but if I remove the plugs it turns over fine. What is plugged?

This is possibly a voltage issue with the starter. Can you do some voltage tests? Test the voltage at the starter terminal with key in crank position. What is your voltage reading?

The starter can be getting low voltage which will allow the engine to spin with plug out but not enough voltage to make the starter spin the engine with plugs in.
