I have a Johnson 50 HP 1990 outboard motor on my boat. The tilt and trim will not raise the motor. I have checked and there is fluid in the tilt and trim unit. It seems to be frozen in position. What might be causing this problem?

When I push the up or down button, it sounds like the electric motor is running but the motor does not move up or down. It was working fine the last time I took my boat out of the water which was last fall.
