My 200 HP 1986 Mercury outboard motor has recently started

My 200 HP 1986 Mercury outboard motor has recently started to lose power intermitantly.
It will suddenly have no power after 3000 rpm and will not go over 3000 rpm no matter how far you push the throttle lever forward. Then, suddenly with the throttle still fully forward, the engine returns to full power. It may run properly for the rest of the day and yet, it may revert back to no power and not go over 3000 rpm again without notice.
It's frustrating as you never know when it will happen.
When it does run properly, it has great power. This is a carbureted motor - 3 two barrels.
Any ideas ?
