My 454 marine engine on the port side overheats at gher rpm.

My 454 marine engine on the port side overheats at higher rpm. We installed a new impeller and back flushed the heat exchanger. We also took off the riser and cleaned it with acid and replace the exhaust hose. We also installed a new thermostat. It seems like the port side of the port engine is hotter then the starboard side of the port engine is. We live in Florida and the water is about 84 and there is some steam out of the port exhaust.
We feel there is not enough water getting through the engine to keep it cool
