I have a Century 2400 inland I just bought....... The owner said everything was running good he had it serviced.......I bought boat runs great for about 10 seconds at 5000 Rpms then it starts surging ........ Put in neutral and pump fuel bubble and it takes off and the. Starts surging

This sounds like case of fuel starvation. Run the engine off of a portable fuel tank filled with brand new gas and let me know if it runs better or not.

Run it yesterday in back in tank ........ Run 5000 rpm fro 25 minutes no problem ....... When running boat it water runs out of fuel...... It run Great for a little while

That f350txr with fuel portable fuel tank is not a option

You can hook up a portable fuel tank to any engine. It's not that hard, all you do is unplug the fuel line from the tank and connect it to a portable tank. If it will not reach, you simply get a doubled ended hose barb and some extra fuel hose in order to make it reach.
