Ground meter negative to the battery negative terminal. Connect meter positive to the lug on the starter motor where the positive battery cable connects. Have a helper turn the key to start, let me know what you get for a voltage reading.

What year is this engine, and when was the last time it started? How old is the fuel in the tank? Have you tried any starting fluid to see if it will hit on that?

It ran two days ago fuel is clean and no didn't use starting fluid. It a 2005 fourstroke

If you turn the key to run, but not start, can you hear the high pressure fuel pump kick on and run for roughly 2 seconds?

No just alarm at dash. But direct power to fuel pump and it pumps
