Do you have a hand held volt meter so we can check the voltage at the starter?

Ground meter negative to the battery negative terminal. Connect meter positive to the lug on the starter motor where the positive battery cable connects. Have a helper turn the key to start, let me know what you get for a voltage reading.
Is the starter not turning with that 11.15?
You wrote "won't start then lose voltage"
What do you mean by loose voltage?
What year is this engine, and when was the last time it started? How old is the fuel in the tank? Have you tried any starting fluid to see if it will hit on that?
Is the emergency stop switch clip in place?
If you turn the key to run, but not start, can you hear the high pressure fuel pump kick on and run for roughly 2 seconds?
Is the check engine light flashing any kind of pattern?
The engine will need to get hooked up a scan tool next to see why it is not starting. There isn't anything more I can help you with here. good luck.
