My live well does not empty. Is there a pump or could the line be restricted? If there is a pump where is it located? I have a model 16KTO.

Your boat does not have a pump or a valve for the live well. You are going to have a clogged drain line. Working from the outlet of it, take some compressed air and blow toward the live well, this will force and debris in the line to be blown into the well, where you can clean it out.
