I changed the impeller on my 2006 Mercury 60HP big foot 4 stroke. When I did a water test, it was hard to shift back to neutral to start the engine. The engine seems to run fine in forward, but the rotation of the prop continues in Neutral and will not run in reverse

Hello my name is ***** ***** am I speaking with? All Mercurys are cataloged by serial number, can you post that number so I can pull the correct manual. I know what is wrong, in a nutshell the lower units shift linkage is not aligned with the outboards shift linkage. But I need that serial so I can see which style shift system your outboard has on it.
