had a new water separator filter replaced at a marina. now it wont start, when prime the bulb it doesn't get hard, could the filter be defective

Hello Jim. My name is ***** ***** didn't fill the filter with fuel then it takes awhile to get fuel to the engine. The primer bulb should be on the tank side of the filter. What you can do is turn the primer bulb vertical with the boat side of the hose facing down and the engine side of the hose facing up. This makes the check valves in the primer bulb work better. If you still can't get it to prime then you have an air leak and the primer bulb is pulling air not fuel. Post back with findings after trying this process.
