Hello. My name is Tan.

Are you turning the flywheel or prop shaft while pushing the lower unit up? The lower unit has to be in fwd gear. Along with the control so the shift shaft aligns correctly.

The splines of the driveshaft have to align for the lower unit to go up all the way.
