1990 175etld has new powerhead with 160hrs on it. low power on bottom as boat gets up on plane,once on plane it sometimes power surges feels like nitrous.I drained and put new fuel in it which seemed to help as the boat would get up on plane alittle bit faster but not right, with boat in neutral the motor will start,idle and rev like nothings wrong.I did read where a1990 250 had pulser coil problems.Could this be a stator ,pulser coil or cdi issue as ive done about everything else. what would be the cost to test these items at my yamaha dealer

A pulser coil or CDI issue would cause a lack of spark. When troubleshooting outboards the basic start with checking compression, checking spark output, and running it on a different fuel source. Are those checks something you are able to do?
