I have found an engine mounting bolt has vibrated right out…

I have found an engine...
I have found an engine mounting bolt has vibrated right out of its socket Force*****on Bayliner 1990. The bolt will not screw back into thread but just drops into place. When looking under the boat it appears the holes go right through to the underside - in the water. Could I replace the screw with a new screw with lock but underneath the boat? Would this be effective? Was there meant to be a nut on that mounting bolt?

The one that came out is about 2 inches long. No it is an inboard motor with a stern drive - called a Force ( Mercury) 90 hp. It looks like a 90 2 stroke inboard mounted on a stern drive
