Even a poorly running engine will rev in neutral. You shouldn't rev the engine out of the water and out of gear above about 2500 rpm or damage from not having a load on the engine may result.

Can you give me the serial number of the engine.

How long has it been sitting? How old is the fuel? When did this problem start. What have you done other than check the filter?
