Have a fairly new 50 HP evinrude Etec motor. friend was

have a fairly new 50 HP evinrude Etec motor.
friend was driving the boat and it just stopped in the water.
Engine is running but boat will not move forward or backward when throttle is put in either position..had to get towed after turning engine off.
I startefd the engine once we were docked and still boat didn't move almost like it is in a constant idle even though the egine would rev up as moved throttle forward.
Prop spins freely in both directions when engine is off.
My friend did say he was pressing on the idle every time he was acce;lerating as he thought that was what he had to do like other boats he had owned apparently. I thought was only used to winterize the boat so I never touched it.
I am wondering if this may have something to do with the issue.
I read some stuff that said it may have loose bushing , i don't want to change prop set up if I dont have to.
Thoughts on what caused this and how to fix it.

With the engine off, push the shifter all the way forward, and then try to spin the prop by hand. Will the prop spin, or does it feel locked?
