Lets start with the most basic, is the emergency stop switch clip in place?
If yes, is this a remote control model with a key switch. Or tiller control?

Do you have a decent quality volt/ohm meter, and do you know how to take basic resistance measurments?

Okay we are going to start by measureing the resistance of the pulser and exciter coils. Both are located under the flywheel, and the wires run over to the CDI box. Disocnnect the wires from the CDI box. And on the side that runs to the flywheel. Measure the resistance between the blue and black. And then measure the resistance between the green and black. These will be 2 distinct different wiring harnesses, with 2 different blacks. Let me know what you get for both sets of readings.
