removed the lower unit to replace water pump of a johnson 150 and after replacing the lower, the prop turns...will not go into neutral

When you had the lower unit off did you turn the shift shaft?

Are you sure the shift shaft is reconnected properly to the shift linkage under the bottom carburetor?

Does it shift into any gear or neutral? What have you tried?
