I have a 2007 60 hp 4 stroke mercury outboard. it sounds like its operating on only 2 cylinders. the lower unit oil is low as well

If the lower unit is leaking oil then it would need to come off and be re-sealed.

On the engine. What makes you say it sounds like it is running on 2 cylinders? Have you done any kind of testing on your own, like spark and compression testing? Does the alarm system work on the engine? Can I get the engine serial number please.
