A marina hooked up my control cables, but now when I try to use the boat, the throttle would only move slightly above idle speed about 4 -5 miles per hour. I need to know how I can adjust this in order to get full throttle.

Move the shifter lever while watching the end of the control cables. The lower cable is the shift, that is supposed to move first. It sounds like they have them backwards on the engine.
