Hello Robert. Hmmm the stator was out of spec maybe we have more than one issue. Disconnect the black/yellow wire from the both power packs. Now check for spark.Do you have spark?

No spark

Ok that leaves the timer base as the problem. To verify this we will need a peak reading volt meter or a DVA adapter for your meter. The timer base passed the ohm test but can still be bad. The only other thing it could be is both power packs and didn't you replace then recently?
