i have a2005 formula with twin merc 496s both engines quit running sounds like lack of fuel. at first they would idle but no throttle now they try to fire but don't start

No on pressure
I had the engine start multiple times after the problem started but could not apply any throttle either in gear or neutral

Both engines experience the same problem at same time.
2 separate gas tanks. 2 separate fuel pumps.

These are pretty sophisticated engines. They require a compresison gauge, fuel pressure gauge, and a diagnostic laptop to work on them. Without the tools there isn't much you can do to them. What kinds of questions did you have that I might be able to help you out with?

Is there any chance there is some kind of fuel shut off or safety system that could be tripped

There typically isn't. Fuel shutoff solenoids were a thing of the 80's. They don't really use them today. That being said anybody can do anything on a boat. And i've seen some crazy things. Do the fuel lines in your boat run from the tank to the engine, or are there any parts in between?

Each tank has a gas line that runs to a fuel pump on each engine
completely separate fuel systems
