my 1989 mercury 35 hp starts fine, but the plugs foul quickly as the mix is to rich and it goes from 2 cylinders to one and back and forth. Is this an idle adjustment issue? If so where is the screw and how do i fix it?

Hello. My name is Tan. If you haven't messed with any adjustments you could have a flooding carburetor, leaking fuel pump or a spark issue. Try this squeeze the primer bulb does it get firm or continue to pump? Do you see fuel running out of the carb?
