Having a problem un-locking the steering on the ob motor.

Having a problem un-locking the steering on the ob motor. The motor steering cylinder rod is in the in position and will only move about 1/4 inch out. The entire assembly feels like it hits some sort of steering lock. Any suggestions what to check to freely

Check two things. 1) remove the arm that connects the outboard tiller to the steering piston. check the movement of the piston while turning the steering wheel. The piston could be corroded in the steering tube. 2)try to turn the outboard motor from side to side when not connected to the steering. The transom mount may be dry and corroded at th pivot point.
