got a 1999 gti- comes out of the hole fine but dogs out at half throttle and above--is there a high speed jet that could be plugged?

Hi, My name is***** you for letting me try and assist you with your problem.

There is a high and a low speed jet.
They're nearly impossible to get to also.
The most likely situation though isn't the jet since they almost never need adjustment.
The most likely scenario is the internal fuel filter inside the carbs.
They're tiny and will restrict fuel delivery at higher rpm.
Here's a picture of the carb. It's #22
You'll have to remove the carbs, disassemble and clean out those filters.
If the diaphragms look worn out or scaley with lime or corrosion, I'd replace them as well.
