Hello. My name is ***** ***** relief holes for when the boat is sitting still in the water. The exhaust and water will exit those holes to preven back pressure on the exhaust. So what are your concerns?
Customer: replied 2 years ago.
the amont of water coming out those holes compared to exhaust out prop was there to much pressure coming out exhaust bellows to blow off inside we used bellows cement and clamps was tight

No the engine wouldn't run if the pressure was high enough to blow off the bellows. Did you inspect the clamp areas where the bellows clamped? What is the model year of the engine?
Customer: replied 2 years ago.
the boat is 1988 with a merc 350 motor we put in earlier it is a 1997bought boat without a motor have had to do a lot of work on itfound complete motor runs good just seems like we have one issue after another im finding out what boat means bail out another thousand???

There is one possibility the exhaust shutters # ***** have fallen down into the exhaust of the drive creating back pressure. The bellows blowing off is what allowed the engine to keep running. Before you installed the engine did you check for the shutters? They can be lodged in the pipe #1 or stuck in the drive.
