With vacume gauge hooked to line to carb. the needle bounces

With vacume gauge hooked to line to carb. the needle bounces between 5 lbs of vacume and 4 lbs psi while cranking with no throttle and plugs installed don't know what it should be though

I can't say I know off hand what that would read.
Seems like it would be good.
One thing you might try is remove the feed line to the carb at the fuel selector valve.
Put that in a gas tank and see if that increases the fuel flow.
If it doesn't then the only thing it can be is lack of fuel pump ability.

Ok I have taken the fuel filter that someone installed in line and just hooked the fuel line directly to carb. from tank and that did not make any difference I will try line straight to gas can
