96 Mercury 200 EFI, bogs and will not plane out unless I trim

Customer Question

'96 Mercury 200 EFI, bogs and will not plane out unless I trim so it can get higher RPM's then it will pull out of hole slowly and run, but seems to be running about 200 rpm slower at top end.
Had in to mechanic, voltage regulators fried, had them replaced, he checked fuel pump, checked gas lines, checked gas, replaced old bulb, replaced plugs, checked spark plug wires OK, When on meter he says it runs fine, but when off for a while it starts to sputter and bog even at idle.

Hello, my name is***** you for allowing me to assist you today.
Are you saying that when the engine is off for a bit, when restarted, it sputters?
Would you please post the serial number of the engine?
