can you change clutches out in a 1985 ZF gear with out removing it from boat

The short answer is no, you can't.
The transmission needs to be completely, or almost completely
disassembled to replace the clutches.
Also, the clutches often fail because of an internal oil leak or pump failure, so a seal kit needs to be installed as well as clutches to ensure the new clutches don't just fail again.
Also, the pump needs to be inspected for wear.
If you know the pump is good by doing a pressure test, you still need to replace seals because there could be an internal leak in a servo.
