cant find the engine model number. dont know where the 20 amp fuse is

Ok the fuse is right next to the start solenoid. It is an inline fuse holder. The fuse holder will be connected to the positive battery cable connection on the solenoid.

found it at it was blown and there was a good spare. i installed and now it works. thanks

should i replace the 12 volt inlines with 250volts

The volts aren't as important as the amperage. This inline fuse needs to be 20 amp. Here is a pic of the fuse. It's labeled like this one.
