Hello. My name is***** you can turn the steering rod it is possible to free up the steering. While you rotate the rod have a friend hold pressure on the steering wheel turning clockwise. Just hold pressure don't force it. The rod should start to move out with every twist of the steering rod. Once you get iot to move start spraying the rod with wd40 or a penetrant. If you can get it moving then it will free up. Post back with findings.
