We have a new VP D4-300 turbo diesel engine in our Ranger Tug

We have a new VP D4-300 turbo diesel engine in our Ranger Tug (31CB). When we field tested it on Puget Sound there was no sign of turbo lag. We live in Colorado and boat at close to 6000 ft altitude and are having varying issues with extreme turbo lag - sometimes she'll spin right up, other times it can take up to 3 minutes. Any suggestions? FYI, the boat will not always be operated at altitude but will travel from sea-level to 6000+ ft during the course of a year.thank you for any insight you may have.
