Omc drive 1984 5.7l shift cables coming up short

omc stringer drive 1984 5.7l shift cables coming up short when trying to connect to shift converter. can get foward cable in, but then reverse cable comes up short. checked cable tensioner. it's ok. tried getting max travel on cables by pulling while turning prop shaft. was installed in lower drive according to omc manual, and measurements checked out ok

The shift rack has a ratchet where the outer part of the cable plugs into the rack.
On the end of the outer part of the cable there is a metal part with grooves in it to catch the ratchet in the rack, the cable needs to be in as far as it will go, then once the cable ends are in place, you pull out on the cable to take up the slack.
Did you release the ratchet and push the cable in as far as it will go?
Installing the cable in the rack is a little tricky, do you have a manual?
