Do I need to install the fuel pump in a certain way? ex. under the cam shaft/lobe?
It only fits one way. The lever is on top of the camshaft. If you tried to install it with the lever under the cam the pump would not bolt up flush to the engine block.
What you want to do here is bolt the pump up correctly. Remove all of the spark plugs in order to take the stress off of the engines starter motor. And simply turn the key and keep cranking the engine over until fuel comes out. Unless the pump is somehow defective, and it does not sound like it is, it will start pumping.
